The 2024 Houston Derecho and Hurricane Beryl had significant impacts throughout much of Texas, particularly in Harris County. Hurricane Beryl made landfall on July 8, 2024, as a Category 1 hurricane, producing life-threatening floods, while high winds from the Houston Derecho on May 16, 2024, left many residents without electricity, resulting in substantial property damage.
The aftermath of these natural disasters caused extensive damage to residents, with lasting effects that will be felt for years to come.
Universal Notice
On January 8, 2025, the U.S. Department of Housing and Urban Development (HUD) published the Universal Notice, awarding Harris County $67,326,000 in Community Development Block Grant - Disaster Recovery (CDBG-DR) funding to assist with recovery efforts from the Houston Derecho and Hurricane Beryl disasters.
The Universal Notice mandates that all CDBG-DR grantees develop and submit an Action Plan to access these funds. This plan serves as a critical tool for informing both HUD and the public about how the funds will be used to address the county’s unmet recovery and mitigation needs resulting from the qualifying disasters. Part of the process of developing the Action Plan is Citizen Participation. Harris County Housing & Community Development (HCD) is seeking your comments, thoughts, and opinions regarding the most pressing needs for recovery in housing, infrastructure, drainage, and public facilities.
