Project Recovery Program Steps

1. INTAKE
2. ELIGIBILITY
  • County staff ensures the applicant is eligible (eligibility includes things like income, County residency at the time of Hurricane Harvey, etc.) for the program and verifies application information with third parties, including but not limited to insurance and FEMA help already received.
3. ENVIRONMENTAL & DAMAGE ASSESSMENT (INSPECTIONS)
  • County staff and inspection contractors assess the property to determine the level of damage and the cost to repair, or if the property is located in a Buyout Interest Area.
  • Environmental, historical and cultural reviews as required by HUD are included in this step.
4. FEASIBILITY / APPROVAL
  • County staff, with input from the contractor, work with the homeowner to determine their pathway in the program–whether it be rehabilitation, reconstruction, reimbursement only, or buyout.
  • The complete application is submitted to GLO (General Land Office) for approval.
  • * Some work in Eligibility, Environmental and Damage Assessment and Feasibility/Approval occurs concurrently (at the same time).
5. AWARD & CLOSING
  • The County makes an offer to the homeowner for an award amount and a recovery pathway.
  • If the homeowner accepts, required counter signatures are made by the County.
6. CONSTRUCTION, BUYOUT, AND/OR REIMBURSEMENT
  • For Construction: A “Notice to Proceed” (NTP) is issued and construction begins, with progress inspections along the way.
  • For Reimbursement: The County issues a check.
  • For Buyout: A property acquisition closing is scheduled after replacement housing is located.
